Fresh-fruit export to Singapore is not completed through transportation arrangements alone.

The operation requires integrated control of the Singapore importer’s food-import licence, the permit for each consignment, food-safety requirements, pesticide residues, sales-quality conditions, pre-shipment quality, pre-cooling, packing, reefer or air transportation, temperature records and cargo insurance.

Fruit continues to respire after harvest and changes in response to time, temperature, humidity, gases, vibration and compression.

Decay, over-ripening, softening, discoloration or mould found at destination does not necessarily result from a temperature deviation during transportation.

Harvest timing, maturity, insufficient pre-cooling, packing, ethylene, transportation delay, import inspection and delayed receipt may operate together.

The roles of the exporter, importer, freight forwarder, customs broker, shipping line, airline, warehouse, inspection body and insurer should therefore be established before shipment.

In this article, “Shipper” refers to the contracting or document party providing transportation and customs information. “Cargo owner” refers to the party bearing the economic effect of cargo deterioration, inspection, disposal, return or recovery.

Important Regulatory Position as of August 2026

SFA and NParks must not be treated as performing the same function in a commercial fresh-fruit shipment to Singapore.

SFA is responsible for the commercial importer’s fresh-fruit and vegetable licence, the Cargo Clearance Permit for each consignment, food safety and pesticide-residue controls.

NParks is responsible for plant-health requirements. Its current official guidance states that fruits and vegetables imported for consumption do not require a phytosanitary certificate.

Phytosanitary certificates and NParks plant-import permits may be required for plants for cultivation, planting material, propagation material and other regulated plant products.

It is therefore not accurate to state generally that every fresh-fruit commodity for consumption must be reviewed for a phytosanitary-certificate requirement.

Cut fruit, processed fruit, frozen fruit, planting material, seedlings or special plant products may fall under a different product or regulatory category.

Product classification and regulatory requirements may change. The importer should confirm the current SFA, NParks and TradeNet requirements before each commercial programme or shipment.

Reviewing the Singapore Importer

The first commercial review is whether the Singapore importer is qualified and prepared to import fresh fruits and vegetables.

The importer must hold the SFA Licence for Import/Transhipment of Fresh Fruits and Vegetables and be able to obtain a Cargo Clearance Permit for each consignment.

Where the importer uses a Declaring Agent, the importer’s licence and accurate commodity information remain necessary.

The Japanese exporter should confirm at least the following:

  • Whether the importer holds a valid SFA licence
  • When the CCP will be applied for
  • Which HS and SFA Product Codes will be used
  • The importer’s name, UEN and Declaring Agent
  • Whether additional pesticide, origin, variety or testing records are required
  • The contact and cost allocation if an import inspection occurs
  • Who has authority to decide disposal, return or re-export following failure

Cargo Clearance Permit and TradeNet

The importer’s licence is the continuing qualification to conduct commercial import activity.

A separate Cargo Clearance Permit must be obtained for each consignment.

The HS Code, SFA Product Code, commodity description, quantity, country of origin and transportation records must be consistent in the permit application.

Products derived from the same fruit may fall under different categories. For example, fresh fruit and cut fruit may require different Product Codes and regulatory treatment.

Incorrect classification may result in amendment, delay, inspection or suspension of clearance.

NParks and the Phytosanitary Certificate

Current NParks guidance places fruits and vegetables for consumption in the category that does not require a phytosanitary certificate.

Plants for cultivation, seedlings, seeds, propagation material and other plant-health-risk products may require a phytosanitary certificate, additional declarations, treatment or an NParks import permit.

The first question is therefore not merely the name of the fruit but whether the commodity is intended for consumption or cultivation.

Leaves, branches, soil, seedlings or cultivation material attached to a food-fruit shipment require separate review.

Japanese Export Inspection

The Japanese Plant Protection Station conducts export inspection where the destination country requires confirmation that its plant-quarantine conditions have been met.

It is not a system under which every agricultural export automatically requires a phytosanitary certificate.

Under current NParks guidance, fresh fruit exported to Singapore for consumption does not require a phytosanitary certificate.

The treatment may nevertheless change because of the intended use, commodity form, attached plant material or an amendment to Singapore’s requirements.

Where inspection is required, the application normally identifies the commodity, scientific name, quantity, origin, consignor, Consignee, vessel or flight, loading point and destination.

Sales Quality and Cost Conditions

Sales-contract quality conditions should be distinguished from responsibility under the transportation contract.

An importer’s statement that fruit is not commercially saleable does not by itself establish responsibility against the shipping line or freight forwarder.

The parties should agree on:

  • Variety, grade, size, sugar level, firmness and appearance
  • Permitted maturity at shipment and arrival
  • Temperature, humidity and ventilation conditions
  • The period within which arrival inspection must be conducted
  • Sample inspection or full inspection
  • Acceptable damage, decay or rejection percentage
  • Discount sale, sorting, disposal or return procedure
  • Responsibility for inspection, storage, disposal and return costs
  • Claim notice deadline and supporting records

Pre-Shipment Quality Control

Normal transportation temperature records cannot prevent deterioration where fruit was already overripe or damaged before shipment.

Harvest date, grading date, maturity, sugar, firmness, exterior condition, disease, pre-cooling, storage period and loading temperature should be recorded.

A cargo claim commonly requires evidence that the fruit entered the carrier’s custody in sound condition.

Shipment photographs should show the fruit condition, cartons, pallets, stowage, logger positions and reefer interior.

Importance of Pre-Cooling

A reefer container is generally used to maintain the temperature of properly pre-cooled cargo rather than to rapidly remove field heat from warm fruit.

The air inside the container may reach the Set Point while heat remains inside the fruit.

Respiration heat, dense stowage and insufficient airflow further delay cooling.

Pre-cooling records should identify the pulp temperature, measuring location, starting and completion times and the temperature maintained until loading.

Packing and Carton Strength

Fresh-fruit packing must consider compression strength, loss of strength under humidity, airflow, contact among fruit and pallet stowage.

Ventilation holes that are too small restrict cooling, while excessive openings reduce carton strength.

Excess space allows fruit to move and suffer abrasion or bruising.

Overpacking creates compression damage and restricted ventilation.

Insufficient packing may become an issue under both carrier responsibility and cargo insurance.

Ethylene and Mixed Loading

Some fruits generate substantial ethylene, while others are highly sensitive to it.

Similar temperature requirements do not necessarily make two fruit commodities suitable for the same container.

Reefer Ocean Transportation

Reefer transportation requires review of the Set Point, Supply Air, Return Air, ventilation, humidity, stowage and continuous power.

The container Set Point does not directly show the actual pulp temperature.

Dense stowage may cause restricted airflow, short cycling or local heat accumulation.

The transportation plan should include Cut-off, terminal waiting, vessel schedule, transshipment, Rollover, destination power and import-clearance time.

Temperature Records and Data Loggers

Temperature claims require cargo-level evidence in addition to the reefer machinery log.

Several loggers may be placed near the doors, at the centre and at locations away from the Supply Air to identify temperature differences.

The logger position, serial number, start time and time zone should be recorded and photographed.

Shipment, CFS or CY receipt, vessel loading, arrival, door opening and inspection should be placed in one chronology.

Maturity, appearance, odour, firmness and mould should be reviewed together with the recorded temperature.

Air Transportation

Air transportation may be selected for premium fruit, fruit with a short sales life or commodities unsuitable for a long sea voyage.

Although the scheduled transportation period is shorter, temperature exposure may occur during pickup, terminal storage, ULD build-up, transit, flight changes and delayed destination collection.

The insulated-packing design should include delay allowance in addition to the scheduled journey.

Gel packs, phase-change material, insulated cartons, liners, absorbent material and temperature loggers may be combined.

Dry ice is subject to dangerous-goods quantity, packing, marking, declaration and airline-acceptance requirements.

Pesticide Residues and Food Safety

Fruit imported into Singapore must comply with SFA food-safety and pesticide-residue requirements.

Produce that may be lawfully sold in Japan does not automatically satisfy Singapore’s requirements for the pesticide used, commodity or residue amount.

The exporter should review spray records, the final application date, harvest date, pesticides concerned and laboratory results where necessary.

Laboratory records should be linked to the export lot and identify the sampling method, test date and pesticides tested.

A pesticide-residue failure is normally a pre-existing product-regulatory issue rather than physical damage caused during transportation.

Import Inspection and Response to Failure

Where SFA inspection or sampling occurs, sale or disposition may be restricted until the regulatory result is available.

A failed consignment may be subject to sale prohibition, disposal, return, re-export or other regulatory action.

Fresh fruit continues to deteriorate while a decision is pending.

The importer should immediately determine:

  • The reason for failure and affected lot

Relationship with Cargo Insurance

Fresh fruit presents more complex causation issues than ordinary cargo.

Decay, over-ripening, discoloration, mould, bacteria, drying and ordinary quality reduction may be treated as inherent vice or natural deterioration.

Insufficient packing, lack of pre-cooling and damage caused solely by delay may also fall outside ordinary coverage.

Machinery failure, power loss, fire, collision, seawater entry or mishandling by a carrier or warehouse may potentially fall within coverage, depending on the policy terms.

ICC(A) does not mean that every quality deterioration, delay or regulatory failure is covered.

The commodity, maturity, voyage duration, temperature, reefer conditions, pre-cooling, packing, loggers, disposal costs and return costs should be specifically declared to the insurer or insurance agent.

Quarantine Clauses, Disposal and Return Costs

Detention, disposal, return or sale prohibition under quarantine, food-safety or import regulation is different from physical cargo damage.

The name and scope of a Quarantine Clause vary among insurers, policies and endorsements. Coverage cannot be determined from the clause name alone.

Pesticide-residue failure, defective import permission and false or incorrect declarations may fall outside ordinary cargo-insurance coverage.

Disposal, return, re-export, additional storage and inspection costs are not automatically covered merely because cargo damage is insured.

The parties should specifically review disposal ordered by an authority, disposal of damaged cargo, mitigation expenses, return transportation and additional carriage.

Example 1: Shipment Delayed by Failure to Confirm the SFA Licence

Assume 240 cartons of peaches from Yamanashi, valued at JPY 4.8 million, are scheduled for air transportation from Narita to Singapore.

Two days before departure, it is discovered that the Singapore importer’s SFA licence expired at the end of the previous month and the CCP cannot be completed.

Air freight and insulated packing of JPY 620,000 have already been committed. A flight-change charge of JPY 140,000 and refrigerated storage of JPY 48,000 per day may arise.

The exporter argues that Door-to-Door transportation was requested and importer-licence confirmation formed part of the freight forwarder’s work.

The freight forwarder argues that the importer was nominated by the exporter and that licence information was repeatedly requested but not supplied.

The review should consider whether licence confirmation was included in the quotation or work instruction, who selected the importer, when information was requested and when shipment could reasonably have been stopped.

Confirming the licence number, expiry and CCP contact during the sales stage would have identified the problem before harvesting and grading.

Example 2: Dispute between Insufficient Pre-Cooling and Reefer Failure

Assume twenty pallets of apples from Aomori, valued at JPY 16.5 million, are transported in a 40-foot reefer container from Yokohama to Singapore.

The Set Point is 1°C, but there is no record of pulp temperature at loading. Only the warehouse air temperature of 4°C is recorded.

At destination, Return Air remained around 1.5°C, but fruit in the centre pallets measures 8°C and shows softening and browning. The claim is JPY 4.2 million.

The cargo owner argues that the reefer’s cooling capacity or vessel power supply failed.

The shipping line responds that the machinery log contains no alarm or power loss and that warm cargo was loaded.

The review should examine pulp temperature, pre-cooling duration, pallet airflow, stowage density, Supply Air, Return Air and logger positions.

Recording pulp temperature at several locations before loading would have provided stronger evidence of whether the cause was pre-cooling or transportation.

Example 3: Mixed-Load Loss Caused by Ethylene

Assume 300 cartons of kiwifruit from Nagano are loaded in the same reefer container as mature fruit belonging to another Shipper.

The temperature is acceptable for both commodities, but ventilation is almost closed.

At Singapore, approximately 35% of the kiwifruit has softened earlier than planned, causing a price-reduction loss of JPY 2.8 million.

The kiwifruit Shipper argues that the NVOCC designing the consolidation should have checked ethylene compatibility.

The NVOCC responds that each Shipper provided only temperature instructions and did not disclose maturity or ethylene characteristics.

The review should consider commodity information provided at Booking, maturity, disclosure of other cargo, ventilation instructions and whether the NVOCC accepted responsibility for food-commodity compatibility.

A compatibility table covering ethylene production, sensitivity and maturity could have supported separate loading or a different ventilation setting.

Example 4: Insufficient Coolant Following an Air-Service Delay

Assume 120 cartons of strawberries from Fukuoka, valued at JPY 3.6 million, are transported to Singapore through a connecting airport.

The insulated packing is designed for 24 hours, compared with a scheduled transportation period of 18 hours.

The connecting flight is cancelled and the cargo arrives after 37 hours.

The logger exceeds 10°C after 28 hours and reaches 16°C. Approximately half of the fruit softens, creating a loss of JPY 1.9 million.

The cargo owner argues that the airline cancellation directly caused the damage.

The airline argues that packing designed for only 24 hours was insufficient for a connecting service where delay was possible.

The review should consider the planned route, normal duration, reasonably foreseeable delay, the packing contractor’s design assumptions and any airline temperature-control service.

A 48-hour coolant margin, direct service or controlled-temperature service may have prevented the loss.

Example 5: Disposal Costs Following Pesticide-Residue Failure

Assume 500 cartons of fresh fruit from Japan, valued at JPY 7.2 million, fail an SFA pesticide-residue test.

Sale is prohibited, and refrigerated storage of JPY 680,000, inspection and handling of JPY 220,000 and disposal of JPY 550,000 arise. The total additional cost is JPY 1.45 million.

The exporter argues that the fruit complied with Japanese shipment standards and that the importer should have confirmed Singapore’s requirements.

The importer argues that the exporter failed to disclose the pesticide and spray records and sold the product for Singapore.

The freight forwarder argues that it arranged transportation and declarations only and did not accept pesticide-compliance review.

The review should consider the sales-quality warranty, pre-shipment pesticide review, specifications supplied by the importer, the freight forwarder’s delegated scope and the insurance terms.

Testing a sample from the same export lot against Singapore requirements before shipment would have substantially reduced the risk.

Fresh-fruit export to Singapore requires integrated review of the SFA importer licence, the Cargo Clearance Permit for each consignment, food safety, pesticide residues, pre-shipment quality, temperature control, transportation and cargo insurance.
